Latent Print Analyst responsibilities
with the California Criminalistics
Analyst II Institute involved the
coordinating, developing protocols for, and providing instruction in advanced
latent print training programs including physical, chemical, photographic and
laser techniques along with latent print safety issues. Providing consultation to inquiring law
enforcement personnel regarding the use of various methodologies was an
important aspect of this assignment.
The position also required lesson plan writing and development of
training evaluation criteria.
Additionally, duties included the conducting of method development,
testing and evaluating new and experimental methods of latent print
development. Specialized forensic
latent print casework performed and testimony given in courts of law.
Analyst
duties with the Latent Print Program involved comparing latent to inked or
latent to latent impressions; developing, evaluating, comparing, and
identifying latent impressions from objects of physical evidence, assisting in
crime scene investigations; processing hands and fingers of deceased
individuals for possible identification; preparing investigative reports;
testifying in courts of law; and operating the Automated Latent Print Systems
(Rockwell/Printrak).

Summary Ms. Masters has worked
solely in the field of fingerprint
of Experience identification in excess of 30
years. She has participated in the
training of law enforcement personnel in the skills of her profession. She worked as Safety Officer for the Special
Forensic Sections of the Bureau of Forensic Services for 2 1/2 years in which
she wrote safety documents and procedures and conducted training of personnel
on safety issues. Assisted in writing
of the
Clandestine
Laboratory Manual of Instruction and Procedure (CLMIP) currently used by
law enforcement agencies throughout the western United States. She received the Governor's Employee Safety
Award in 1987.
Ms.
Masters has participated in the development of curriculum for courses in Latent
Print Techniques, Specialized Latent Print Techniques and Latent Print
Comparisons. She is an instructor in
these courses, which are presented by the California Criminalistics Institute
to individuals in law enforcement throughout the United States and abroad.
